Historical Sketch: In 1907, the Atlantic Coast Line Railway (ACL) built a passenger and freight depot
in the “Dixie” district of Dothan, Alabama, approximately at the intersection of St.
Andrews St. and Powell St., near downtown. This building is adjacent to the “Standpipe,”
a pipe-shaped water tower bearing the words, “City of Dothan.” This station served
the ACL and its successors, the Seaboard Atlantic Line and CSX, until it closed ca.
1984. CSX gave the depot to the City of Dothan, which in turn gave it to Dothan Landmarks
Foundation. In 2004, Dothan Landmarks Foundation returned the depot to the city's
Wiregrass Transportation division which had received a grant to remodel the depot
as its headquarters. In April 2004, the Archives of Wiregrass History and Culture
worked with Dothan Landmarks Foundation to acquire and preserve these depot records.
The ACL created operational divisions that were responsible to the Superintendent
of Terminals at the Jacksonville, FL, hub. At the Dixie Depot, those divisions reflected
in the surviving records were the Terminal Superintendent (Station Master), the Trainmaster,
the Yardmaster, and the Property Protection Department (which also reported separately
to the Acting Chief of Property Protection at ACL headquarters).
Scope/Content: Collection documents activity of the various divisions of the ACL depot in Dothan, AL, 1908-ca. 1985, though most of the materials reflect the period the mid-1950s to the late 1980s. The collection is composed of files from the offices of Station Master, Train Master and Road Master, as well as files from the Property Protection Division, railroad police. The Station Master's files cover his responsibilities as senior officer of the railroad station and include office files, shipment/freight claims, operation and safety rules, equipment/specification files, labor agreements, and personnel records. The Train Master's files cover his duties to the terminals under his jurisdiction, including personnel, and include office files, bulletins, conductor's reports, and professional diaries/calendars/logbooks/notepads. The Road Master dealt with larger tracts of territory and was responsible for all trains and personnel within; his files include office files, track inspection reports, agreements and contracts, reports of materials used, and checkrolls. The Property Protection Division was essentially the railroad police and was in charge of the safety of passengers and freight passing through their jurisdiction; files include office files, general subject files, and professional diaries/calendars/logbooks/notepads. There are also two series which did not merge with existing categories: Artifacts contains three-dimensional objects retain as visual aids, and Miscellaneous holds photographs, blueprints, programs and articles. Some files have been restricted by the Wiregrass Archives staff due to privacy concerns.
Organization: The Dixie Depot Records are organized into 4 Subgroups with corresponding series and 2 stand-alone series.
Subgroup 1 -- Station Master 1926-1985 (Bulk 1954-1985); [350 Files]: The Station Master was the senior official in charge of the railroad station's physical plant, office, and station employees. He was responsible for running the station safely and efficiently. Organized into six series.
- Series 1.1 — Office Files 1948-1990 (Bulk 1970-1990), [103 Files]: Series documents the Station master's work as manager of equipment, personnel, physical plant, and station operations within boundaries set by company policy but also state and federal laws and regulations. Contains blank forms; advertisements; service bulletins; public relations activities reports; instructional books/pamphlets; bills for service; personal injury and damaged property claims; communications & correspondence; expense reports; purchase lists; insurance information; terminal reports detailing the number of cars and engines used; legislation; material reports for railway maintenance; owners manuals; policies; purchase receipts; requisitions lists; line segment codes; supply catalogs; interchange junction & road codes; railroad comic books; vendor lists & accounts; schedule and rate charts; and timetables. Arranged alphabetically by file title. Material reports are arranged by month and year.
- Series 1.2 — Shipment/Freight Claims 1941-1976, [17 Files]: Documents the transportation of goods to and from the station. Organized into two subseries: Shipment subseries contains notices of shipment of goods; bills of lading; received requests; budgets; claims from shippers for damaged freight. Freight subseries contains freight department bulletins; cotton freight rates and freight waybills. Both subseries arranged alphabetically by file title.
- Series 1.3 — Operation/Safety Rules 1926-1990 (Bulk 1970-1990), [81 Files]: Station Masters made sure stations ran both safely and efficiently for crew and passenger. Organized into two subseries: Operation subseries contains rules and regulations; instructional books, pamphlets and handouts for ACL, SCL, and CSX; bulletins and correspondence on operating regulation revisions and rulings; booklets from the Annual Proceedings of the Railway Fuel and Operating Officers Association (1971-1976); reports from operational tests (1979-1982); minutes from rule meetings/classes; and reports from surprise checks. Safety rules subseries contains correspondence to and from W. A. Freeman (member of the Safety Committee and ACL Roadmaster); injury reports; and correspondence and meeting notes from the Atlantic Coast Line Safety Committee.Both subseries arranged alphabetically by file title.
- Series 1.4 — Equipment/Specification Files 1948-1980, [67 Files]: The Station Master was responsible for ensuring equipment complied with established safety standards and operated effectively and efficiently. Contains equipment manuals/pamphlets/books; equipment rosters; troubleshooting guides; freight equipment data books, including changes/revisions; educational and operating manuals based on locomotive models; schematics and diagrams; index of roadway and track standards; maintenance manuals; locomotive operating instructions; signals and crossings lists; instructional pamphlets; and installation and operating bulletins. Arranged alphabetically by file title.
- Series 1.5 — Labor Agreements 1964-1978, [27 Files]: The Station Master ensured labor agreements were upheld and addressed any disputes over contracts. Contains agreements between Seaboard Coast Line (SCL) and the Brotherhood of Railway, Airline and Steamship Clerks (BRAC) and United Transportation Union (UTE); arbitration cases; memos of agreements; labor negotiations, arbitrations and clarifications; a mediation agreement for July 26, 1978; labor relations bulletins; and bulletins and notices from the Public Labor Board (P.L.B.). Arranged alphabetically by file title.
- Series 1.6 — Personnel Files, 1969-1984, [55 Files]: Station Master served as head of personnel. Contains blank employee forms; seniority lists; applications; employee records; labor grievances; examinations; investigations; personal injury forms; job assignments; personnel correspondence; insurance plans; personnel records, reports of employees entering or leaving service; agreements with Brotherhood of Locomotive Firemen and Enginemen; tax information; reports of extra time; procedure manuals; accident reports; manning agreements; warnings to employees; and a logbook of hours worked for Macon [GA] Dispatchers Office (1948-1959). Subgroup 2 -- Property Protection 1946-1984, [94 Files] Railroad police ensured the safety of both passengers and freight and investigated any accident, injury or theft that occurred on railroad property. Organized into 3 series.
- Series 2.1 — Office Files 1946-1969, [39 Files]: Files of Sgt. J. M. O'Bryant and R. W. Peters, both were members of the railroad police. O'Bryant's files contain annual reports; information about applicants; bulletins from the property protection division; correspondence and reports; crossing program records; investigations into personal injury and property damage claims; some personal information and reference materials. Peters' files contain changes made to rules and regulations; guides and manuals; correspondence; work performance logs for the police and special services department; bulletins from the property protection division; and reference materials. Files are arranged by first by officer name and then alphabetically by file title.
- Series 2.2 — General Subject Files 1946-1984, [46 Files]: Documents additional information used by railroad police for reference. Contains journals; posted notices; FBI bulletins and wanted posters; inspection reports general files for police work; jury lists; incident reports; office documents for the property protection division; employee lists; station, junction and rail codes; rail car “seals” issued; telephone/communications lines correspondence; accident reports; explanation of senate bill S 460; and reference materials. Arranged alphabetically by file title. - Series 2.3 — Professional Diaries/Calendars 1953-1966, [9 Files]: Pocket logbooks recorded incidents of interest. One logbook per month; arranged by year then month.
Subgroup 3 -- Train Master 1955-1985, [84 Files & 7 Items]: Train masters were responsible for the trains that passed through terminals under their control and ensured that trains arrived and departed safely. Trainmasters kept close contact with personnel. Organized into 4 series.
- Series 3.1 — Office Files 1955-1981, [25 Files]: Documents the Train master's efforts to ensure trains arrived and departed safely and on schedule. Contains rulings; liens, lawsuits and various legal documents; accident reporting forms and investigation reports; correspondence; incoming memos; operating rules; SCL freight blocking and scheduling guides; and schedule agreements. Arranged by Train Master's name and then alphabetically by file title. - Series 3.2 — Bulletins 1974-1981, [15 Files & 7 books]: Bulletins and similar notices ensured personnel knew of any new requirements and regulation changes. Bulletins address industry letter ballots & results, arbitration decisions, notification of rules & standards revisions, industry early warning & maintenance advisories, and other information related to mechanical rules and standards. Series includes circulars, issued several times monthly; crew dispatch assignments for flagmen, brakemen, and conductors; instructional letters concerning map preparation, procedures for awarding contracts, handling requests from shippers, safety measures, maintenance, finances, documenting accidents properly; miscellaneous, train and reissue train bulletins were sent to all concerned parties and served as reminders from pertinent information such as safety, required information for record keeping, when reports were required and what information should be covered, etc.; and reviews of train overtime schedules. - Series 3.3 — Conductor's Reports 1981-1985, [26 Files]: Conductors worked aboard trains coordinating the daily activities of train crews; they were responsible for operational and safety duties that did not involve actually operating the train. Contains duty assignments; handled and delay reports; crew rest register slips; and reports of train separations. Arranged alphabetically by file title and chronologically by year.
- Series 3.4 — Professional Diaries/Calendars 1960-1978, [18 Files]: Diaries, notepads and calendars recorded incidents of interest. Diaries and notepads were kept by the month; arranged by year then month. Small desk calendars are wired together in original yearly format.
Subgroup 4 -- Road Master 1954-1985, [202 Total Files (142 Files & 60 Oversized Files)]: Road masters were responsible for an assigned territory of track and saw that it was kept up to established standards. They were responsible for maintenance personnel in the assigned territory. Organized into 5 series.
- Series 4.1 — Office Files 1956-1985, [40 Files]: Documents the activity of the Road master concerning traffic and connected personnel coming and going in an assigned territory. Contains reports, correspondence and yard engine wages for the joint facilities terminal in Chattahoochee, Florida; materials received files; notes, correspondence and memos; roadway inventory sheets; wage garnishment notices; progress reports; incoming and outgoing messages and correspondence; checkbooks; carbon copies of TELEX messages; reference materials; train orders, work orders and freight waybills; bulletins and notices; employee's withholding exemption certificates; employment applications; roadway foreman's daily books; vehicle maintenance and tags; accident reports; procedures & instructions; committee reports; seniority rosters; United Transportation Union agreements; new district breakdowns; and territory maps with mile markers. Arranged first by Road Master name then alphabetically by file title. - Series 4.2 — Track Inspection Reports 1954-1984 (Bulk 1982-1984), [30 Files & 2 Oversized Files]: Documents the activities of the Road masters as they kept the tracks in repair and complied with regulations and laws. Contains blank forms; committee reports; work order tickets; roadway materials inventories; track inspection reports from outside parties; lists of railroad officials; track inspection reports by the railroad; bulletins separation reports; and track geometry inspection reports. Arranged alphabetically by file title.
- Series 4.3 — Agreements/Contracts ca. 1908-1964 [72 Files]: Documents how the railroad secured its rights of way. Contains agreements, contracts, and authorizations for expenditures between the railroad and various states, cities/towns, corporations, and individuals. Contain correspondence, legal documents, and blueprints. Arranged alphabetically by file title.
- Series 4.4 — Reports of Materials Used 1961-1964, [48 Oversized Files]: Documents the materials used to maintain tracks and ways according to the standards set by the railroad. Lists materials on hand at the start of the month; materials used; materials ordered and materials on hand at the end of the month. Arranged chronologically by month and year.
- Series 4.5 — Checkrolls [note: Oversized] 1954-1983, [10 Oversized Files]: The Road master was in charge of all maintenance personnel in the assigned territory. Contains section foreman checkrolls and floating gang checkrolls. Checkrolls cover reports of extra time, labor distribution, and time spent on certain jobs by specific work crew and by individuals of the floating gangs, special crew that move between sections. Standalone Series A –- Artifacts, [n.d., 10 items]: Contains three-dimensional objects related to various railroad functions that have been retained as visual references.
Standalone Series B — Miscellaneous 1945-1967, [5 files & 1 blueprint]: Contains various photographs, programs, articles, etc. that do not fit with other
subgroups or series.
Provenance and Processing Notes: CSX turned over the Dixie Depot and its contents to the City of Dothan which subsequently
turned the building and contents over to Dothan Landmarks Foundation, Inc. (Landmark
Park). In 2004 DLF, Inc. returned the depot building to the City of Dothan to convert
into the Wiregrass Transportation Authority headquarters. DLF, Inc donated the Dixie
Depot Records to the Wiregrass Archives. WA staff imposed order on the records.

Series 4.5 — Checkrolls [note: Oversized] 1954-1983, [10 Oversized Files]: The Road master was in charge of all maintenance personnel in the assigned territory.
Contains section foreman checkrolls and floating gang checkrolls. Checkrolls cover
reports of extra time, labor distribution, and time spent on certain jobs by specific
work crew and by individuals of the floating gangs, special crew that move between
sections. Some files are restricted by the Wiregrass Archives staff due to social
security numbers, license numbers and other identification numbers.
